At Cumberland Council, we’re committed to delivering digital services that are secure, accessible, and designed around the needs of our residents. To do this well, we follow a set of technology principles that help us make smart, sustainable decisions about the tools and systems we use.
Why we have technology principles
Our Enterprise Architecture and draft Digital and ICT Strategy help us:
- Make sure technology supports our goals and delivers value for residents.
- Avoid duplication by using what we already have.
- Keep systems secure, accessible, and legally compliant.
- Work together across teams to deliver joined-up services.
These principles are part of a wider approach to digital transformation, which includes our Design Authority and the Data, Digital and Technology Board.
What this means for you
If you’re thinking about using or buying new technology whether it’s free or paid, you must first speak to our Digital and ICT teams.
Here’s why:
- We may already have a solution that meets your needs.
- We need to check that any new technology meets legal and security standards.
- We want to make sure it works well with our existing systems and services.
This applies to all technology, including apps, platforms, and software - even if it’s free or cloud-based.
Before you procure or use technology
You’ll need to:
- Engage with Digital and ICT early – share your user needs and business case.
- Complete a Project Request Form or Business Case – this helps us assess feasibility.
- Allow time for assessment – we’ll review security, accessibility, interoperability, and compliance.
- Work with our service designers – they’ll help shape the solution around user needs.

We know this process can feel slower, especially when you’re keen to move quickly however it’s essential to ensure our technology is safe, effective, and aligned with council priorities. It also helps us avoid costly mistakes and ensures we’re making the best use of public money.
