Developing a Risk Aware Culture

A definition of a risk aware culture is ‘a foundation of values, knowledge, beliefs, understanding and communication of the risks associated to the organisation‘s objectives and assets necessary to achieving the objectives’.

Risk awareness is therefore the capability of the organisation to recognise risks before they threaten, mitigate them when they arise and recover from the damages that they cause. Creating a risk aware culture suggests that the capability is present throughout the organisation and it is woven into the normal routines, rituals, and behaviours of all those involved.

Building a risk aware culture is a combination of factors including demonstrable leadership, supportive policies and guidance documents and appropriate and continuous education of the importance of risk awareness.

When an organisation‘s culture is risk aware, people know their risks, are comfortable discussing their risks with others, and are willing to help others resolve risks.

The Council continues to embed the risk management arrangements into the culture of the Council through awareness raising, training, integration into business processes, programmes and projects and the routine monitoring of risk performance. These activities ensure that the arrangements are being appropriately and successful used across the Council. ​​​​​​​

Building Risk Management Capacity and Competence

The Council continues to build risk management capability of elected members and employees, ensuring they are risk aware and competent to deliver their respective risk management roles and responsibilities.

Risk management training plays an important part to ensure the ongoing understanding of risk management and to embed this across the Council a Risk Management iLearn course is available on the Learning Management System (a user account for the system is required).

​​​​​​​In addition, routine training is delivered to elected members and across specific areas identified for further improvement.
