Appointing the successful candidate

Recruiting managers must inform the Recruitment and DBS Administration Team that they would like to appoint a candidate by raising a ‘pre-employment checks’ request.

Recruiting managers must inform the Recruitment and DBS Administration Team that they would like to appoint a candidate by raising a ‘pre-employment checks’ request using the HR Portal and attaching this documentation:

To make the process run as smoothly as possible, it is advisable to also attach:

  • All interview scoring form(s) for all candidates
  • Scanned, signed and dated copies of the appointee’s right to work in the United Kingdom
  • Scanned, signed and dated copies of the appointee’s certifications and licenses as required for the role

As with the other steps of the process, legacy district managers should forward the appropriate form to their HR contact to progress. 

Right to Work, certifications and licenses checks

Where interviews were conducted online or in person and relevant documentation was not obtained, recruiting managers must arrange to meet the successful candidate in person to capture evidence of their right to work in the United Kingdom and their certifications and licenses as required for the role. This is most commonly done by inviting them to your office, depot or work premises or arranging to meet them at another council facility.

At this meeting you must ask the candidate to produce evidence of their right to work in the United Kingdom, along with original copies of certifications and licenses required for the role as referenced on the post spec

Managers must photocopy these and also individually sign and date them. 

Once you’ve obtained these documents, you need to attach them to your pre-employment checks request for the individual being appointed.

The Recruitment and DBS Administration Team will:

  • send a formal offer letter along with any details of any relevant pre-employment checks required for the vacancy. 
  • issue the requests for appointee’s references.
  • provide you with a copy of the references to review
  • commence any required DBS checks for the role
  • set the appointee up in the post on iTrent
  • issue out the appointee’s contract of employment

Once all pre-employment checks are completed the Recruitment and DBS Administration Team will update your pre-employment checks request. You can view this at any time using the HR Portal

Start dates should only be agreed with appointees once you are informed that all pre-employment checks have been completed. At this point you should contact your appointee and agree a start date.

These notes will be retained for a period of two years in line with information retention guidelines.
